As good an explanation as any I could conjure. It as awfully damned hot to be dressed as he was. The streets around the Bowery are rife with hipster idiots like these. And, I can remember when the Bowery was a respectable place peopled by dignified bums and other skid row types. These folks have spoiled the whole ethos of the place.
